It really depends but for most agents including myself, there is no change or refund of some deposit even if the renewal rental is much lower than the current one.

For me, I will usually advise landlord to maintain the deposit amount instead of reducing it. Unless the tenant requests for this to be part of the condition, then I will encourage the landlord to visit the apartment to look at the condition of the unit before deciding on whether to agree on this condition.
