Recently bought a 20 years walk up apt. after moving in for 6 months, the toilet ceiling cement dropping pieces by pieces, I went to ask the contractor to code the repair fees, it is more than $2k, the owner upstairs do not want to share the cost? What can I do Now?

Afternoon Vernoica,

If it's a HDB unit, you can talk to the town council and have them communicate with your neighbour and work things out.
If it's a private apartment, you would have to depend on the committee.
