My mum is single 53yrs old wants to rent out her house and move into rental house 1 room or 2 room. Is it possible?

Hi,
If you are referring to renting a HDB flat from HDB, then it is not possible. Regardless whether your mum's house is HDB or private.
Even if she sell her house away, and there are proofs she can afford to buy another flat, she will not be eligible to rent a flat from HDB as well.
There are only 2 schemes available for renting flats from HDB:
(1) Public Scheme
(2) Parenthood Provisional Housing Scheme
Even under Public Scheme, there must be at least fulfilled family nucleus or under joint-single. As you may see now there are no scheme for single.
Thus her plan is not workable.
