Morning,

If you mother-in-law is SC, it's not an issue. She can choose to purchase private property and rent out her HDB unit, with prior HDB approval. If her HDB unit is still on mortgage, she will only be eligible for 60% loan. This will be dependent on her income status, credit record and CPF balance.
