My GF is coming to singapore as a work permit holder and will be staying with me under my parent's house which is a condo. Do we need to register her as tenant for condo and when she is not required to pay rent in anyway?

Would be a good idea if you're thinking of doing so. Just to make sure you have documentations since she is a work permit holder..
If not, you need to find a way to justify a work permit holder staying with your parents..
