Hi,
1) As long as she has fulfilled the MOP of the current HDB flat, she is able to rent it out.
2) According to National Register Act, she has to update where she is staying.
3) You can easily add her under your flat as an occupier by logging in MYHDB: hdb.gov.sg. Since she is your immediate family you don't have to worry about the number of residents occupying your flat.
4) She may rent to a maximum of 6 people if it is a 3-rm flat and bigger. But if it is a 2-room flat, the maximum number of people she can rent out is 4 people.
Do note in order to avoid any issue from renting, she has to obtain prior approval from HDB before the commencement of the tenancy.
5) She can obtain the approval by logging into MYHDB; hdb.gov.sg using her singpass.
