My dad is the sole owner of our home and we still have about $105k left on the mortgage. He’s getting older and his health isn’t great, so I’m worried about what happens to the loan if he is no longer around. We’re currently not covered by HPS. Is there any other mortgage insurance we can look into, especially if my dad may not qualify because of his health? If something happens to him, would the outstanding loan become my mum’s or my responsibility?
Note: (22F, only child of my parents)

**In Singapore, debt is not inherited: neither you nor your mother is personally legally liable for your father’s outstanding mortgage. However, the S$105,000 debt remains secured against the property.**

If he passes away without insurance, the lender (HDB or the bank) will look to his estate or require anyone intending to inherit and retain the home to settle or service the loan.

---

### 1. Does the Loan Become Your Responsibility?

* **No Personal Liability:** As you and your mother are not co-borrowers, creditors cannot chase your personal bank accounts or CPF savings for his debt.
* **The Lien on the House:** The mortgage is tied to the title. To retain the home, the beneficiaries (under his Will, or via the Intestate Succession Act where assets typically split 50% to the spouse and 50% to the child) must either:
1. Clear the S$105k balance using estate funds/cash/CPF, or
2. Apply to take over the mortgage, subject to income and age eligibility criteria.

* If no one can service or clear the balance, the flat must be sold to repay the lender, with remaining proceeds distributed to the beneficiaries.

---

### 2. Can You Still Get Mortgage Insurance?

If your father already has significant pre-existing illnesses, private mortgage insurance (MRTA/Term Life) will likely be declined or heavily excluded. However, you have three options:

* **Re-apply for CPF Home Protection Scheme (HPS) with Loading:** CPF Board assesses pre-existing conditions under adjusted underwriting frameworks. Unless his condition is severe (e.g., active cancer treatment, end-stage organ failure), he may be eligible with a premium loading or specific exclusions rather than an outright rejection.
* **Guaranteed-Issue / Moratorium Policies:** Certain life insurers offer policies that do not require medical check-ups (though pre-existing conditions are typically excluded for the first 1–2 years).
* **Self-Insurance by the Family:** Since the balance is relatively modest (S$105,000), consider setting aside a sinking fund in your/your mother's CPF OA or high-yield savings to gradually bridge or pay off the remaining sum.

---

### 3. Immediate Action Steps

1. **Draft a Formal Will:** Ensure your father executes a clear Will specifying flat distribution to avoid probate delays and legal costs.
2. **Execute an LPA (Lasting Power of Attorney):** Grants you or your mother authority to manage his banking and housing affairs should he lose mental capacity.

✔1. Your dad’s outstanding $105,000 mortgage does not automatically become your or your mum’s personal debt just because he passes away. However, the loan remains secured against the property, and the estate or whoever inherits the home will need to address the outstanding loan under the applicable rules.

✔2. Since your dad is the sole owner and has no HPS cover, contact HDB or the bank holding the mortgage to confirm the loan terms, repayment arrangements and what would happen if he passes away.

✔3. Ask CPF about HPS eligibility and whether private term life insurance or mortgage-reducing term assurance is an option. These policies require insurer approval, and your dad’s health may affect acceptance, premiums or exclusions.

✔4. If the home is an HDB flat, check HDB’s inheritance and eligibility rules. If your dad passes away, ownership is handled through his will or the applicable inheritance law, and the family must address the outstanding mortgage.

✔5. My practical advice is to confirm the loan arrangements now, review whether your dad has a valid will, and seek advice from HDB or a property lawyer. Do not assume that you must personally repay the loan simply because you are his only child.

Hi there,

I can understand why you're concerned, particularly given your father's health and your family's circumstances.

Firstly, **the outstanding $105,000 housing loan does not automatically become your or your mother's personal debt simply because your father passes away.**

However, the mortgage remains secured against the property. If your family wishes to retain the home, the outstanding loan will need to be addressed through the estate, available insurance proceeds or an approved financing arrangement.

There are a few matters I would encourage your family to look into now.

**1. Check with CPF Board regarding HPS coverage**

If your home is an HDB flat, enquire directly with CPF Board whether your father remains eligible for the Home Protection Scheme. His health condition may affect eligibility, so it is important to obtain an official assessment rather than assume coverage is unavailable.

**2. Speak with the existing mortgage provider**

Whether the loan is from HDB or a bank, clarify what arrangements would be available if your father is no longer around, including the requirements for retaining the property.

**3. Consult a qualified insurance adviser**

There may be alternative insurance products worth exploring, although acceptance will depend on your father's medical circumstances and the insurer's underwriting requirements.

**4. Consider estate and succession planning**

Since your father is the sole owner, I would strongly encourage your family to consult a lawyer familiar with inheritance and property matters. The lawyer can advise on ownership succession, eligibility to retain the home and whether a will or Lasting Power of Attorney would be appropriate.

**May I clarify whether your family home is an HDB flat or private property, and whether the outstanding mortgage is with HDB or a bank?**

These two details will help determine which authorities and professionals your family should approach first.

I hope this provides some clarity. It's good that you're addressing these matters while your family still has time to plan.

Best regards,
**Geryl Lim**
