I think my landlord (coliving company) and agents are planning to illegally rent out room past the max occupancy. The 9th tenant just moved in today, and the agents just refuse to reply and I think they're lying about getting URA approval for max occupancy. I'm still a current tenant, and was lied about the max occupancy when I first sign. What should I do then?

You may wish to write in directly to URA to seek clarification.

Feel free to reach out if you're looking for an alternative accommodation, especially if the co-living company ends up being shut down as a result of illegal activity.

You’re right to be concerned. Over-occupancy is a real URA offence, and coliving operators know this. If they’re stonewalling you, that’s already a red flag.

What you should do, step by step:

1) Verify the legal occupancy yourself (don’t rely on what they say)
URA approval for increased occupancy is not automatic and must be granted case-by-case.
• For most private residential units, the default cap is 6 unrelated persons.
• Anything above that requires explicit URA approval, and it’s uncommon.
• You can email URA or submit an enquiry with the unit address and ask if approval exists. Read More

I do understand your concerns and also the sensitivity about reporting the incident to the authorities for fear of any negative consequences.

You may wish to speak to the managing agent if there is any and request to be anonymous in the process so the managing agent can look into this and also involve the actual landlord in this incident.

That sounds stressful, and you are right to take it seriously. If this is in Singapore, overcrowding and false claims about approval are not small issues. Here is a calm, practical way to handle it step by step.

First, ground yourself in facts
URA has strict maximum occupancy rules based on the unit size and approved use.
Coliving operators must comply; there is no special approval that allows unlimited tenants.
When agents avoid replying, it often signals that something does not add up.

What you should do next, in order

Gather evidence quietly
Keep your tenancy agreement.
Save messages, listings, or ads that mentioned the original maximum occupancy.
Note the number of tenants currently staying there and their move in dates.
Do not confront emotionally. Just document.

Check URA rules yourself
Look up URA maximum occupancy limits for residential units based on floor area.
This will tell you whether nine tenants is legally possible. In most cases, it is not.

Ask for proof, not explanations
Send a short, neutral message and keep everything in writing.
Ask for the official URA approval letter or reference number for the stated maximum occupancy.
Do not argue. Just request documentation.
If they cannot provide written proof, assume it does not exist.

Protect yourself as a current tenant
If you were misled at the point of signing, this may be misrepresentation.
That strengthens your position and may allow early termination without penalty, depending on your contract.
Do not stop paying rent yet. Get advice first.

Report if necessary
If overcrowding continues and no proof is given, you may report the matter to URA with your evidence.
If the agent knowingly misrepresented facts, you may also report them to the Council for Estate Agencies.

Start looking at alternatives quietly.
Once authorities step in, these arrangements often unravel quickly.
Preparation keeps you in control.

You are not overreacting. Overcrowding affects safety, hygiene, privacy, and your legal protection.
A landlord or agent who lies once often lies again.
