My current room t tenancy with the landlord is inclusive utilities, but there is a cap says $160 stated in the TA.
Does the cap referring on total pub bill of the unit ? or it just applies to my room?

We wont know what entails. You should ask your agent or the landlord/agent to confirm. From what I gather, it is likely to be the combined PUB bill of the unit.
