Hi,
1) With your brother's spouse still holding a student pass is not able to fulfill the minimum criteria under the Non-Citizen Spouse scheme.
2) Work pass is one of the criteria, and dependent on your brother's current age, either Long term Visit pass (>21, 35) at the time of application submission.
3) If your brother currently >35 years old. He may buy under his name only since not married; under the Single Citizen scheme.
4) No difference in grant amount comparing Single Citizen and Non-Citizen Spouse scheme.
5) Financially is the same as well. Your brother's spouse cannot be listed as the owner even buy under the Non-Citizen Spouse Scheme. Only she will be listed as an essential occupier instead of just an occupier.
As an essential occupier, she must agree if decided to sell the flat at a later time. Although she doesn't need to sign anything. Since she is the legal spouse, HDB will need her consent before process the paperwork.
