You can choose to opt out all the optional improvements, as it is likely the future buyer can still decide later if the HIP works have not commenced when they get the keys to your hdb. From HIP voting outcome till works commencement can be months apart, which by then you could have already sold the property.

You may choose to opt in because the HIP would unlikely to start before you sell your flat. HIP is a plus point for the new owner as he or she would be able to save quite a bit of money for the renovation and the buyer may be willing to pay a bit more for the unit.

2 sides to the consideration, because by opting in and improvement works carried out, you will be subjecting yourself to a smaller pool of prospective buyers since the cost that SPR needs to pay for HIP is significantly higher than a Singapore Citizen household, therefore SPR buyers may walk away from purchasing your unit. Nevertheless, it will significantly appeal to the Singapore Citizen households where they can enjoy savings from the works done instead of having to do it on their own which will definitely be more expensive.
There is no right or wrong answer in this situation, but I personally bought over a resale flat a couple of years back when it was due for HIP and it saved me alot of $$ on renovation and I can put the savings to do abit more for the apartment myself.
