As long as the MOP of 5 years are fulfilled, yes you can purchase a 2nd residential property (resale EC of 5 years, resale or new private property). However do note ABSD of 17% will apply for 2nd residential property, and there could be lower loan attainable as well as cpf usage restrictions.
