Commission is negotiable. There is no rule that states the commission payable. What you mentioned above is the market's common commission structure.

Also, there are tenants who pay commission to their representing agents too.

There is no standard, typically landlord will pay commissions to the salesperson he has engaged while the tenant will pay commissions to the salesperson he has engaged. In the event that any party has not engaged any salesperson, then no commission is applicable.

The commission I charges to my prospective clients typically begins from what you have mentioned. If the assignment is more challenging, I will quote a higher service fees.

Yes, generally the commission is half a month rental + GST for every 12 months tenancy signed. Both landlord and tenant have their own agent.
