Hi
This cluster called 'The Peak at Toa Payoh' is a DBSS. A DBSS is a premium HDB with better designs as it is built by private developers. However legally, it is a HDB as the land belongs to HDB and HDB regulations applies to all aspects including resale procedures. In addition, a DBSS does not possess condo amenities such as swimming pool etc. EC on the other hand is a 'subsidised' condo with full condo amenities such as swimming pool, security etc. It is also strata titled meaning the land title belongs to all the owners within the development. The difference between an EC and full pledged condo is that owners of an EC have to fulfill 5 years MOP before selling their houses. In addition, a foreigner could not purchase an EC unit on the resale market unless the EC has reached its 10 years mark. No such restriction applies for full pledged condo. Hi,

1) Both EC and DBSS are designed, built, and sold by private developers. The buying process for these 2 types during the launch is the same. You need not ballot to buy, it is a first come first serve case.

2) The difference between these 2 are:
(a) EC is bordered and has private leisure facilities such as a gym, swimming pool, children playground, etc, for residents only.
(b) EC is not under HDB jurisdiction after MOP. Meaning SC or SPR need not meet the HDB eligible schemes to buy over from you. You are also not restricted by any MOP to sell or rent it out wholly after purchase if you are buying over MOP EC.
(c) EC estate is managed by the MCST (Management Corporation Strata Title), meaning the cleanliness, repair of public areas are managed by a private management company and not the town council.
(d) Only residents and visitors are allowed to enter the premises.

3) Both types are similar in terms of interior design and similar to private residential development as well. Thus usually will come with an out-hanged balcony and full height windows but not necessarily have the home shelter if compared to a normal HDB flat.
4) EC is in general more expensive than DBSS since it is bordered and secure with security guards and monitoring equipment, as well as maintenance fees.
5) DBSS is the premium HDB flat that everything is the same as HDB flat in terms of maintenance, management, and restrictions.
