Is the income ceiling for HDB at $10k, and the income ceiling for EC at $12k (pls correct me if i'm wrong)? What if I have bought BTO before and would like to get an EC now. Am I still entitled to the government grant?

That's right. The income ceiling for EC is up to 12k. Cheers!

Basically you and your spouse has already enjoyed the grant before, you won't be able to enjoy it when purchasing your EC.
If one of you had not, then your grant will be halved.

Hi Mr Lee,

You are absolutely correct on the income ceiling for BTO/ HDB and EC.

As BTO are considered subsidised public housing (housing grant is being taken in consideration), you wont be able to enjoy anymore housing grant when you purchase a new EC.
