Is the absd supposed to be paid in addition to the down payment for a property?
For example of a Singapore citizen has a fully paid first condo, and seeks to purchase a second condo. Does he/she have to pay a 25% down-payment on top of a 12% ABSD for an overall upfront payment of 37%?

Good afternoon Sir/ Mdm,

you have to prepare this upfront payment if you wish to purchase a second residential property as a Singaporean.

25% downpayment if manage to obtain max 75% bank loan
3 to 4% buyer's stamp duty
12% additional buyer's stamp duty as SC

Estimated around 40 to 41% of purchase price.

Dear Sir/Mdm,

Yes correct, you will need to take into consideration the 12% ABSD as the initial cash outlay. Since you already have a fully paid up condo, you will be able to secure a 75% loan for the 2nd property. For the down payment, you will need to take into consideration the following:

1. 5% Cash + 20% CPF
2. Buyer Stamp Duty which is about 3 plus %
3. Additional Buyer Stamp Duty of 12%
4. Legal Fees of about 2.5k

Hi,

1) ABSD as the name suggested, "Additional" Buyer Stamp Duty. This is an additional tax imposed for someone who falls into the condition stated by the IRAS.

2) A Singapore Citizen buying a 2nd residential property under his/her name will be subject to this ABSD.

3) The inital pay up for a 2nd residential property are as follow:
(a) Down payment = 25% (5% cash, 20% cash and/or CPF)
(b) Buyer stamp duty (BSD) = ~3% (residential property at $1M and below), ~4% (residential property above $1M)
(c) ABSD = 12%

Yes ABSD is paid in addition to the 25% downpayment required and does not constitute part of the purchase price (Eg for a 1 mil condo, ABSD is 120k. 120k is not part of purchase price).
