You mentioned about potential of enbloc in the near future. The Buyers may not be able to visualize this potential. If you could provide and convince them with justification on your claims, then I believe they will pay the premium that you're asking for.
Also, it is important to take note that should the Buyer purchased your property today, and it goes enbloc the following month, they will be liable for 12% SSD. The buyer will be wary of this sum, and use this as a basis for their offer to you.
