1.You are the owner of a FLAT (HDB?) in a condo ?
2. Register what ?

If you are the owner of a condo (private residential), and want to rent out a bedroom, just check with a agent and he can help you.

If you are the owner of a HDB flat, and want to rent out a bedroom, again, get an agent to help you.

You do need to register with HDB,

Your tenant should stamp the lease agreement.
