I'm interested in buying EC but am not familiar with rules. Please explain the different scenarios: I'm not eligible to get brand new EC because I've a HDB flat and private properties. I don't intend to sell my existing HDB and private properties. My husband is a foreigner and we don't live in SG now. (a) If we're allowed to buy resale EC, can we rent it out immed. or we've to get HDB approval for renting out the EC?
(b) What type of EC (like how many years after TOP of EC) are we eligible for purchase? (c) Is there restriction on income ceiling cap of $12000? With annual bonus, we've greater than $12000. Are we not allowed to buy EC if it is > $12000? (d) Does it have any geographic restriction on purchase of EC? I'm interested in south (like Clementi, near central)? How long does the purchasing process take to complete? I need the info to plan my trip to SG. Do I need to talk to HDB on further details on EC? I appreciate your reply. Thanks. Kathy

Hi Kathy,

Below are the answers to your questions.

a) You can rent out immediately, don’t need to get prior approval from HDB
b) 5 years after TOP if just under your name and 10 years after TOP if you included your husband name
c) No ceiling income for resale EC
d) No geographical restriction
Process takes about 3 months
You do not need to talk to HDB on any further details
There are no EC in the south or central, those nearest to Central are Bishan Loft in Bishan, Nuovo in Ang Mo Kio and The Dew in Bukit Batok, the rest are generally in the Chua Chu Kang, Yishun, Woodlands, Sengkang and Pasir Ris.

Lastly, please take note of the Additional Seller Stamp Duty. You need to pay additional 3% if just under your name and additional 10% if you included your husband name.

Wonder have you bought your resale EC. Anyway all vital information have been replied by our fellow associates.

Just for records, here's the updated replies:
(a) For resale EC, you are allow to rent out immediately after collecting keys. No HDB approval required for renting out the EC.

(b) Assuming you buy it under your name, may choose any resale ECs after 5 years from TOP. For your foreign spouse, he has to choose an EC after 10 years from TOP.

(c) The beauty of buying resale EC in Singapore is that there is no income ceiling of $12000.

(d)
- No geographic restriction on purchase of EC in Singapore.
- I have a list of EC projects in Singapore, email me and I could forward a copy to you.
- Normally it took about 3 months to complete. However if on urgent basis, we could complete it about 2 months period.
- Not necessary to talk to HDB as you are buying a resale EC. Can check further details on EC with any one of us.

One more very important point to note. Wef 12 Jan 2013, SC who already owned two or more residential properties would have to pay Additional Seller Stamp Duty (ABSD) of 10% on the purchase or acquisition of another residential property.
If under your foreign spouse name, an additional 15% ABSD would be imposed.
