Upon fulfilling your MOP, you are allowed to purchase resale EC are they are considered as private property. And you are right that resale EC will be fully privatized upon reaching 10 years, where non-singaporean are allowed to purchase.

Good day,

you will need to fulfill the mop requirements, it depends if your flat is resale or direct from hdb.

you will need to sell off your hdb but upon top or later depending on your payment scheme.

EC automatically becomes privatised 10 years after IT TOP, NOT LAUNCHED. Please take note.
