No you don't; however, if you belong to any countries which has FTA with Singapore, you'd be exempted from ABSD.
Do note the BSD of 3%, and SSD of up to 16% if you sell before 4 years.

Onassis has made a good point. If ABSD is a big big concern, you can choose to go for commercial or industrial developments. Worse situation is to pay 7% GST which is a significant amount of savings. Furthermore, commercial properties can be sold anytime after purchase while Seller's Stamp Duty will be applicable should you sell within 4 years of purchasing a residential property or 3 years of purchasing an industrial property.

I am afraid to inform you that you wont be able to get a refund of 15% absd if you sell your condo and leave Singapore in future.
If your intention is to stay, probably you can consider to apply for SPR so your ABSD will be reduced to 5%.
If it's meant for investment, you can consider industrial or commercial properties instead.

1. You will not be able to get back the ABSD paid. You will also need to sell after 4 years in order to avoid the Seller Stamp Duty (SSD).
2. In this case, you may want to consider investing in a commercial property instead. Some commercial properties are giving a decent rental yield with good potential for future capital appreciation. Do refer to the link for one such property:
