Yes the positive difference ($20k) between the agreed price ($300k) and the valuation ($280k) is the COV, or cash over valuation, which is payable only in cash.

Yes this is call COV. Only for HDB loan/fully paid cases the deposit amount paid to seller can be considered as part of COV.
