Hi,

Valuation is conducted by a certified valuer upon request of the buyer.

This could be engaged by bank for private property, or engaged by HDB for HDB flats.

There is a standard formula for value indicated, not based on seller or buyer opinion.

This is a professional opinion on the value and should be objective, and can be justify in court.

Hi,

Valuation is done by a licensed professional valuer, on the request of buyer (hdb requirement or required by bank for private property). They will ascertain the value through the attributes of property such as unit condition and also comparable recent transactions. The valuation figure and agreed price can differ at times.

Valuation is done by HDB (if it's a HDB flat), or the bank's valuer (if taking a bank loan for private property).

Agent, Seller or Buyer do not have a say in what the Valuation is.

The valuation of a property is established primarily for home loan and CPF withdrawal purposes as well as stamp duties. Eventually, it is what a buyer is willing to pay for the property that matters, therefore even if a valuation of a property is extremely high, however the physical environment of the property does not favour most purchasers, we are just like sitting on white elephant, whereas a property has a low valuation but has significant potential or appeals to buyers, there is no qualms that buyers will be willing to pay a premium (above valuation) for the property.

Therefore, whenever I speak to owners, the first indicator I will always look into for owners is the financial plans. A house should be sold only if it meets the financial objectives for the next phase because it does not make sense to be selling at market value but it does not put the sellers in a favorable position for the next purchase or plans.
