If I were to buy a hdb flat / EC with my parent and I subsequently get married , will I be able to retain the hdb flat / EC? Assuming my spouse does not own any hdb property.

Yes. You will be able to retain the property regardless of whether the property is under construction or completed already.
May I know which ECs are you considering? There are some projects which are exempted from resale levy which makes good financial sense.
