You cant. Under current HDB regulations, you must first fulfill the minimum occupation period of 5 years before you can purchase a condo.

Under the current ruling, be it resale or BTO, under mortgage or fully paid for, all buyers are to fulfill 5 years MOP for their HDB unit. You are not allowed to purchase any residential unit, within or out of Singapore, within the stated period.
