No, whether commission is payable or not you should always check it up front when you call up for any listings. If commission is applicable from tenant's end, the salesperson will need to make it clear up front to you.

In saving up on service fees, there could be a tendency of missing out on the better units as some salespersons are not open to share commission, therefore unless you go directly to the listing salesperson who is collecting commission from the landlord, you are unlikely able to get access to such units. Then again, when the salesperson is representing the landlord, you could be subjected to unfair terms and conditions in the tenancy unless you are very familiar with the tenancy agreement clauses.
