If handover for end of tenancy is done and LL has returned my deposit… few days later he comes back to me saying he found “some hair” in the house and requested me to hire ppl to clean - am i under obligation to clean it?

Do you feel that the cleaning done pre-handover is efficient and good? If not, there is no harm to do it, but if you think the landlord is picking up something that is invalid, then there is no obligation.

Sometimes managing a situation is not about contractual obligations, of course, if the other party is out to take advantage of you, then you will need to know your rights.

"Normal Wear and Tear" vs. Excessive Dirt: The key concept is "normal wear and tear." Some hair left behind wouldn't typically be considered excessive and wouldn't justify deductions from the security deposit.

Your Options:

Ignore the Request (Reasonable Approach): Since the handover is complete and the deposit is returned, you can politely decline the landlord's request, especially if the amount of hair is minimal and falls under "normal wear and tear."

Negotiate a Solution (Optional): If you prefer to maintain a good relationship with the landlord, you can attempt to negotiate. Offer to do a light cleaning yourself or contribute a small amount towards professional cleaning, but only if it's reasonable.
PERSONAL OPINION : Return the unit in a clean and reasonable condition is okays , don't expect to return in a spotless, perfect clean condition over some hairs is found , especially landlord already accept the overall condition of handover already , then he returned the deposit >> as for you >> personal opinion >> you sounded LIKE A GOOD PERSON WHO THOUGHT OF OTHERS >> But need not be " BULLIED" into fulfilling a spotless condition . for me > if the landlord can provide more proofs of overall dirtied condition > then worth my attention out of good will to clean myself and be responsible . BUT PLEASE DON'T EXPECT TENANT to engage GENERAL CLEANER TO CLEAN THE WHOLE HOUSE >> WHERE THE ONLY MAIN JOB THEY DO IS TO " CLEAR THE FEW HAIRS" ZZZ , WHAT A WASTE OF TIME AND EFFORTS AND MONEY ,...
