Thanks for your reply. If you are looking at units that are TOP this year, you might not have any in Kovan area. The choices left in D19 (Kovan/ Serangoon/ Hougang area) will be The Scala @ Lorong Chuan (it's beside Lorong Chuan MRT) or The Minton. If TOP last year, there might be one or two resale units that fits your budget in D19. Nothing much in D12 Balestier area.
