I understand there is a Seller's Stamp Duty (SSD) for newly purchased condos. I also understand that the SSD is progressive (1st year A%, 2nd year B%, 3rd year C% etc). When does the SSD take effect? From the time we receive the sales and purchase letter or the year the condo TOP?
