This is a logical option if you are nearing your retirement age or has already retired. By cashing out on your condo, you will be able to fully pay off your HDB, have a shelter above your head and not worry about monthly repayment and also have some spare cash for retirement needs.
Under current regulations, you just have to sell off your condo within 6 months from the completion of the purchase of a resale HDB.
As for the age of the HDB, I would consider location as more important as compared to the age of the HDB. As long as the remaining lease is more than 60 years, you should be fine. The location is important as a HDB in a good location will be able to attract strong demand in the future. In the long run, if you have any change of housing plans, you can be assured that your HDB will be able to retain its value and also appreciate.
