I took house on renting through agent where he is common to both parties. Does he liable to assist tenant while closing deal with proper refund settlement or not?

If I may assume you are the tenant and that you see his listing through advertisements.

Technically he is not liable to assist tenant while closing deal with proper refund. But if he represents the landlord, he has to advise the landlord on the right procedure and amount on refunds, if applicable.
