I’m a foreigner currently based outside Singapore, looking to rent a full condo unit (2-bedroom) with a target move-in in early–mid July. Preferred locations are Districts 2, 3, 4, and 20. I expect to receive my IPA letter in early July.

I have two quick questions:
1) For a mid-July move-in, when would be the best time to visit Singapore to view units and finalize a lease:
(a) early/mid June, or
(b) early July (closer to move-in)?

2) If June is recommended, is it possible to proceed with signing a lease before receiving the IPA letter? If so, what are the usual requirements (e.g., deposits, documentation)?
