The stigma here is what is the right practise as regulated? We are being regulated that we should not collect commissions from both the landlord and the tenant in a single deal.
Therefore giving the agent benefit of doubt that he has make it up front to you that commission is applicable, if you are not agreeable to paying commission, let's move on to another unit on the search results. It is definitely better than making it known to you after shortlisting the property. (PS: I am not encouraging such practise though.)
Again as what Joseph and Aaron has mentioned, you do not need to pay any commission if you intend to do the search on your own.
