Resale levy is only payable if you are getting a 2nd subsidized flat (for eg. BTO or resale flat bought with grant). Its unlikely you will need to pay any resale levy. There's no salary cap when you purchase a resale hdb but do note that household income cannot exceed 12k/mth if you are applying HDB loan.

There is no resale levy that is payable unless you are buying a BTO flat. There is also no salary cap when you purchase a resale flat or DBSS flat. The salary cap is only applicable if you are applying for a HDB loan.
In my opinion, it will make better financial sense if you degrade to a 3rm or 4rm flat and not a DBSS flat as DBSS flat are usually priced much higher as compared to normal flat within the same location.

You will not be liable for resale levy if you buy another resale flat from the open market. You will only be subjected to resale levy if you buy a subsidized flat (BTO/EC).

Do take note that resale levy is only applicable if you had taken a housing grant for your existing HDB and you are keen to apply a BTO or EC. Income ceiling of $12k and $14k is applicable for BTO and EC respectively.
If you are purchasing a resale, you dont have to worry for either one unless you will like to apply for HDB loan ($12k).
