From experience, by the time the EC has TOP, most of the good stacks will be sold out. Prices may also increase depending on the demand and the property cycle.
If you are keen to buy an EC, I would suggest that you try to purchase it early so that you can get the best units ie unblocked view, or units not facing the west sun etc.
