Hi,

Welcome to Singapore.

1) HDB (Housing Development Board) flat is built by the government to provide cheaper alternative accommodation.
2) It is meant for Singapore Citizen and Singapore permanent residences (PR) with at least 3 years of holding PR status.
3) There are certain criteria in order to purchase an HDB flat, mainly to promote residences to build a family nucleus.
4) All Singapore citizens who form a family nucleus, couple, parents & child, etc are eligible to purchase an HDB flat.
5) PR must be a couple in order to be eligible to purchase one of these. Both have to fulfill the 3 years PR period.
6) There are BTO (Build-To-Order) mainly for citizens which are brand new flat (99 years lease). Resale flats are flats that at least occupied for 5 years (aka MOP, Minimum Occupation Period) before allowed to sell in the open market.
7) For new residences that do not satisfy the eligible condition laid by HDB are free to purchase private residences.

The easy answer:
Subsidized government apartments/flats.
As a foreigner you can only rent and not buy.
