1) In order to be eligible for HDB flat (BTO and resale), you either apply as family nucleus or as single owner.
Family nucleus: husband + wife, or parent/s with children.
Single: Singapore Citizen must be equal to or more than 35 years old.
2) BTO/SBF:
Family nucleus: You have to include your wife (in your case, can be owner or occupier) to be eligible for BTO/SBF
Single: You will be only eligible for 2-rm flat in non-mature estate.
3) Resale:
Family nucleus: You have to include your wife (in your case, can be owner or occupier) to be eligible.
Single: You are eligible for any flat type in any estate.
4) Ownership:
There are mainly 3 types of ownership; Joint-tenancy, Tenancy-in-common, single
The differences of first 2 types is the way the ownership going to distribute when any of the owner deceased.
5) The main reason to include spouse in ownership in today's context is mainly to make use of CPF in monthly repayment.
Of course the traditional reason is to form a kind of ownership of the property jointly own.
6) Only foreigner cannot listed as owner in HDB flat, thus your wife is eligible to be one of the owner.
