Without valid reason, there's no way HDB will allow you to sell the unit, prior to MOP.
However, you may try to write in and try your luck though the light ahead is relatively dim.

Hi Concern,

The regulations were made known to all buyers prior to committing to purchase a unit therefore with the reason that you have given, I believe that chances for you to sell your EC before MOP is fulfilled is 0.
