I have a question about ABSD and SSD.
Say I am currently owning a HDB and I purchase a condo at launch price. Do I get the ABSD refund if I sell the condo when it TOPs?

Also, for SSD, is the 3 years counted from the day I place the deposit (during the launch), or is it counted from occupancy after TOP?

Hi Alfred,

Is your condo purchase also going to be under husband and wife name? Other than your HDB at point of your condo purchase, do you own any other residential property?

In fact you can visit https://www.iras.gov.sg/taxes/stamp-duty/for-property/appeals-refunds-reliefs-and-remissions/common-stamp-duty-remissions-and-reliefs-for-property/remission-of-absd-for-a-married-couple to find out more about ABSD remission.

As for SSD, the 3 years will be counted from the day your exercise the Option To Purchase/Sales & Purchase Agreement.

Afternoon Alfred,

ABSD refund is only possible when certain conditions are fulfilled. That is, the condo is purchased jointly with your spouse as a matrimonial property, with 1 citizen owner in the purchase, the HDB is sold within 6 months of TOP key collection to new condo, no other residential properties are bought within the interim period, and ABSD is paid upfront at point of condo purchase. Essentially, their objective is to ensure that the property is purchased for matrimonial property own use, and not for investment. So the answer to your 1st question is no, ABSD refund is not possible if you just purely buy and sell the condo within 3 years.

The SSD holding period is computed from the date of exercising the sales & purchase agreement of the new launch condo. If the TOP is 3 years later, you can sell upon TOP. This is a strategy some of my clients have adopted to build wealth through property, and ride on the capital appreciation as the locality develops.

Hi Alfred,

1) You can only apply for the ABSD remission if the private condo is purchased under your and your spouse's name,i.e., both are owners of the private condo.
2) You have to sell your HDB within 6 months upon collection of keys for the private condo.
3) You have to submit the filled ABSD form downloaded from the IRAS within 6 months from the key collection.
4) One of you must be a Singapore Citizen.
5) The SSD starts counting from the day you sign the S&P.

Do take note, you DO NOT get ABSD refund if you sell the condo after it TOP. You are only eligible for ABSD refund if you sell off your current HDB flat latest within 6 months upon the condo TOP.

As for SSD, it's counted 3 years from the date you exercised the S&P for your new launch condo purchase.
