It really depends on whether your London property is a residential property. Assuming it is a residential property, then you can only purchase a resale HDB right now without any time bar restrictions. You just need to dispose off your London property within 6 months from the day of completion of your HDB purchase.
If you want to purchase a brand new HDB, then you will need to wait for 30 months (2.5 years) after you dispose off your London property before you can apply for the HDB. Basically it all depends on whether what are your needs at this moment in time. If you need a place to stay urgently, then resale HDB is a much better choice for you.
