I currently own a 5-room HDB flat with an outstanding mortgage balance of $51,831.84, and a monthly installment of $699. The total CPF principal amount withdrawn, including accrued interest, is $425,226.69.
If I were to sell my existing property and purchase a 3-room or 4-room flat, would the sale proceeds be sufficient to fully pay for the new property without requiring a loan?

1) Theoritically speaking, downgrading from a bigger flat to a smaller usually do not require a loan.
2) However, the above theory can only be true when it meets the following conditions:
(a) Same location/estate.
(b) Similar or same floor level.
(c) Similar or same remaing lease years.
(d) Interior conditions are about the same.
(e) The amenities, schools, & transportation conditions are about the same.

3) The above factors will determine how much your 3/4-room prices as well as your 5-room flat.
4) In general, a 5-room flat can fetch around $600k to above a million, depending on the above factors.
5) A 3-room flat can be asking for $380k to above $800k.
6) A 4-room flat can be asking for $500k to above a million.
7) The range for the flat types has become very wide due to the remaining lease of the flat in the market range from remaining lease of 94 years to 40 years.
8) No matter what you intend to do, the first thing you must do is to apply for an HFE even you don't need a loan eventually.
9) This is a mandatory for anyone who intend to buy an HDB flat.
10) Once you have got an approved HFE, I would advise to engage a real estate agent to assist in your deicision making.

Hi

A few factors before we can conclude. The potential sale price in your block, and the buying price for the next flat. If you are referring to same hdb town with similar age and location, most likely its possible if for example the 5-room sells for 700k and the 3-room goes for 400k.

700k less the 51k loan, cpf refund of 425k, you take back about 200k-210k cash proceeds. This 200k cash + 250k CPF refund will be able to cover the purchase price of next flat including the professional fees and stamp duty.

We also need to know if you have already reach retirement age of 55. If so, there is a need to set aside full retirement sum first before you can use excess CPF OA for the next property purchase.
