As long as you have fulfilled the MOP and is a Singapore Citizen household, you are free to purchase a private apartment and rent out both units while stay in with your parents, but do note that the property tax payable is different.

You have purchased the subsidized HDB unit in 2000 and have you stayed in the unit for more than 5 years? If so, you are eligible to purchase your second property, rent both out and stay with your parents.

Once you have fulfilled the Minimum Occupation Period for your HDB, you are eligible to rent it out together with your condominium.
