It is legal to be co-tenanted. However, to avoid complication, the tenancy agreement is signed with co-occupier; name & IC no. are recorded to ensure these co-tenant are legalized to stay in the country.
The problem of frequent changes of co-occupier are:
(1) Are these co-occupier legalized to stay in the country. Owner bear the consequences when co-occupier are not legalized, the worst situation is confiscation of the flat.
(2) Is this tenant a "2nd landlord", which means she is acting as "landlord" and gaining benefits from the rented place. If she runs away with the deposit or rental or not paying utilities, owner will has to take up the responsibility.
(3) Worst situation is she is acting like the owner and run away with the OTP deposit, which could happen with so many DIY buyers who are unsure of the proper sales procedures. Owner will has to deal with all these difficult issues.
