To add on, Resale market (ready units), most 2br units price higher than your budget (depend on location etc).
650k can still get good size unit at new launch (again depends on location, FH or 99yrs etc).
It will very much depends on what is your needs now.
The SSD is meant to help stop speculation. If you sell on the 3rd year, you'll be subjected to 8%stamp duty.
