Hi,

Since your 4-room resale flat was purchased in 2023, the 5-year Minimum Occupation Period (MOP) will only be fulfilled in 2028. Until then, you won’t be able to sell your HDB or buy another private property.

If both of you are listed as owners of the flat, then you’re both tied to the MOP until 2028, and decoupling isn’t possible.

If the flat was purchased under one sole owner with the other listed only as an essential occupier, then after the MOP is met, the occupier can buy a condo under their own name. This way, there’s no ABSD and no need to sell the HDB.

Hi Ms Goh,

For HDB, you are not allowed to decouple unless in special circumstances such as in the event of a divorce.

After your 5 years MOP, you can consider to upgrade to a dual key unit so that you can rent 1 side of the unit out for rental income while staying in the other side.

Buying 2 units separately is challenging because as a SAHM, you will not be able to secure a bank loan.

Hi,

1) You have to know that the HDB had a new policy in April 2016 to stop married couple from selling their shares to their spouse, aka, decoupling.
2) This policy is only targetted to married couple and not restricting them to sell to other immediate family members.
3) The implementation of ABSD to citizens on their 2nd residential property and decoupling policy had produce a new scenario where a lot of married couple decided to have only a sole owner and the other an occupier status when buying their matrimonial home.
4) You may buy a private residential property after fulfilling the 5 years MOP no matter you have registered as an owner or an occupier.
5) You won't be allowed to decouple when you wish to remain as married couple.

If your goal is to buy a condo while keeping the HDB, the main considerations will be:
• Loan eligibility: Since only your husband has income, the bank will assess him solely. Grab income may be treated differently from fixed salaried income.
• ABSD: Owning both a HDB and condo means you’ll incur ABSD on the condo purchase, unless one of you disposes of ownership first.
• Funds available: Your $200K cash and $120K CPF is strong, but whether it’s enough depends on the size and price of the condo, plus taxes and stamp duties.

It’s doable in some cases, but not straightforward. Better to get a banker or agent to crunch the numbers for you before making a move. Read More
