Hi,

If you are below 55 years old, you need to have strong family altruistic reasons to appeal for this. The first timer status is not relevant here to work around the wait out period.

Hi,

1) You wouldn't need to observe the 15-month wait-out period if you and your spouse are 55 years or older.
2) You might still find difficulties in applying for an HFE even when you are eligible to buy a resale HDB flat.
3) You have to write to the HDB to assist in your application.
4) If you are under 55 years old, then you have to observe the 15-month wait-out period regardless of the type of flat you are buying.
5) The cooling measure has nothing to do with the 1st and 2nd timer buying an HDB flat. It is to remind the buyers who own private residential property to exercise prudence when buying an HDB flat.
6) Since you did not buy an HDB flat before, you might be eligible for grants. However, you have to observe a total of 30-month wait-out period to be eligible for grants.

- First-timer applicants typically do not get an exemption from this policy.
- There are exceptions for those aged 55 and above who are downsizing from private property to a 4-room or smaller resale flat.
- You might also consider appealing to the HDB for special consideration, although approval is not guaranteed.
