In the first place why did you shortlist to purchase a roof terrace unit over conventional 2 bedrooms apartment? You must have seen some value to the roof terrace isn't it? How usable the roof terrace is greatly boils down to individual and the management. As roof terraces can be converted into more meaningful space these days with the revised BCA regulations, I would say it is greatly interesting to see how prices for such penthouses will react.
