Do take note that as a SPR buyer, you will be subject to additional buyer's stamp duty of 5%. Thus your initial downpayment will be 20% (5% cash and 15% CPF OA funds or cash if shortfall), estimated 3% buyer's stamp duty, 5% ABSD, valuation fee, legal fees etc.
So with $130k, you might only able to afford a private property asking at $465k. Probably new launch in District 14.
Maybe let my banker advise you on your in principle approval first so you can gauge how much loan you can obtain.
