Good evening,
You will be eligible to purchase a resale HDB with your foreigner spouse as occupier under non citizen spouse scheme.
With him as an occupier to form a family nucleus, you guys have to dispose off the overseas property within 6 months from resale completion date.
Due to you own an overseas property, you are not eligible for HDB loan or CPF housing grant but no issue for proximity housing grant (single).
Do bear in mind loan assessment will be based on your income solely as your hubby is not minimally a SPR.
