As per your question , while keeping the hdb , Yes your wife and / or father in law can buy private property but ABSD is payable , ABSD ranges from 5% - 10% depending on whether your father in law buy condo alone pay 5% ABSD , or together with his daughter pay 10% ABSD .

Another possiblity is sell off the hdb And buy a condo without having to pay ABSD .

Yes, your wife can purchase a condo with his dad. If they purchase together, the ABSD payable will be 10%, however if her dad is to purchase alone, the ABSD will be just 5%.
